 Overview of New District

Chongqing High-tech Zone was established in March 1991 with the approval of the State Council. It is one of the first five pilot development zones for comprehensive reform in China. It has been successively appraised as a national advanced high-tech zone, a national software industry base, a standardization demonstration zone for high-tech industry, a national bio-industry base, a high-tech service base and a base for promoting trade and innovation in science and technology. Chongqing High-tech Industrial Development Zone is located in the core area of Chongqing's metropolitan developed economic circle, the central area of Liangjiang Peninsula and the Chongqing gateway of Chengdu-Chongqing Economic Zone. It is an important base for Chongqing to develop high-tech industries and improve traditional industries.

In October 2010, the Management Committee of Chongqing High-tech Zone was reorganized with a new planning area of 73 square kilometers, including 20 square kilometers of Shiqiaopu and Erlang upgrading zones in the East and 53 square kilometers of Jinfeng, Hangu and Baishiyi development zones in the west. After 20 years of development, Chongqing High-tech Zone has formed a good industrial foundation, strong scientific research strength and perfect supporting system, standing at the new starting point of accelerating "second entrepreneurship" and promoting leapfrog development.

Industrial Foundation

Developing strategic emerging industries such as electronic information, biomedicine and advanced manufacturing, building Jinfeng Electronic Information Industrial Park, successfully introducing ASUS Computer to build ASUS China's second operating headquarters, owning Chongqing's largest digital product market, and building a complete industrial chain of electronic information from R&D, manufacturing to sales and services; Along biology, Sano Pharmaceutical, Taihao Pharmaceutical and a number of advanced manufacturing enterprises such as Gree Air Conditioning, Maansen Science and Technology, a number of major projects such as the National Quality Inspection Center Base and Raffles International Education Park have settled in the development zone of high-tech zones one after another. In April 2011, Chongqing High-tech Zone became the first “National High-tech Industry Standardization Demonstration Zone” in Southwest China.

Scientific Research Strength

At present, there are 7 key research institutes, such as the Third Design Institute of Machinery Industry and the Coal Science and Technology Research Institute. They have innovation service centers, productivity promotion centers and other professional innovation service institutions. They have built a number of science and technology incubation platforms and industrial buildings, such as the Overseas Student Pioneering Park and Erlang Hi-Tech Incubation Park. They have introduced the promotion of science and technology innovation and high-level buildings. A series of policies, such as talent introduction and incentives, will allocate more than 10 million yuan annually for scientific and technological innovation incentives and support funds; form a relatively perfect financial system for scientific and technological innovation, vigorously strive to bring high-tech zones into the national "new three boards" to expand pilot projects; and accelerate the establishment of strategic alliances with universities and research institutes such as the Three Military Medical Universities and scientific research institutes. Promote scientific and technological innovation and transformation of achievements to provide strong support. Since the reestablishment of the High-tech Zone Management Committee, a total of 12 newly recognized national high-tech enterprises have successfully declared 58 high-tech products and become the pilot area of intellectual property rights in Chongqing.

Supporting system

The traffic is convenient in the area. The Chengdu-Chongqing Expressway links Bashu, the Central Expressway and the Baipeng Highway connect north and South vertically. The High-tech Avenue and the Heng-Er Road run across East and west. The Jiulongpo Port is connected by water and land. The light rails and railways are unimpeded. Relying on Chongqing's "Yuxin Europe" International Railway Intermodal Transport Corridor and Jiangbei International Airport, one of the five major hub airports in China, high-tech zones converge to form a three-dimensional transportation network seamlessly connected by water, land and air, which can easily reach the world. Establish strategic partnership and cooperation with urban power supply bureau, build high standard infrastructure such as gas, water supply and drainage, communication, and provide strong guarantee for industrial development. High-tech zones are comfortable and livable, and the market is prosperous. They are situated in Caiyunhu National Wetland Park and Chongqing Olympic Sports Center, Xiexin Tianjiao City, Maine Valley and a number of high-end real estate are comfortable and livable. Large commercial and trade enterprises such as Zhongxincheng Uptown and Zhenjia Home have been built and opened. They have 24 specialized markets of IT, electromechanical, auto parts, etc. Five hotels above star level.

Planning positioning.

According to the requirements of the Chongqing Municipal Committee and the municipal government for the development goal of "five years leading in the West and ten years leading in the whole country", the high-tech zones will take the scientific concept of development as the command, actively dock with the development strategy of national high-tech and strategic emerging industries, adhere to the principles of differentiation and sustainable development, and strive to build electronic information as the pillar product. Industry, equipment manufacturing, biomedicine and high-tech services are the dominant industries. Modern logistics, culture, science and technology, energy conservation and environmental protection, new energy, new materials and other industries are developing at the same time in the "1+3+X" industrial system. By 2015, we will strive to achieve a regional GDP of 80 billion yuan, a total industrial output value of more than 200 billion yuan, and a total operating income of more than 300 billion yuan. We will build a "strategic highland of independent innovation, core carrier of emerging industries and demonstration window of scientific development" in which the west is leading and ranks first-class in the national high-tech zones.

Spatial layout.

We should adhere to the principle of "two-wheel drive" in the eastern upgrading and transformation zone and the western development zone, rationalize the spatial layout and implement scientific planning. Renovation and upgrading area: According to the overall layout of "one axis, two cores and four districts", space reconstruction and industrial reconstruction are carried out in Shiqiaopu and Erlang districts. "One Axis" refers to the construction of "ecological corridor" and "industrial corridor" with Chengdu-Chongqing Expressway as the axis. "Two Cores" means to build Shiqiaopu and Erlang two core areas, to build Shiqiaopu area into the IT Digital Center in the upper reaches of the Yangtze River, and to vigorously promote the development of Applied Technology and the economic development of scientific and technological enterprise headquarters in Erlang area. "Four districts" refers to the four comprehensive supporting districts, namely, Liudianzi, Gaomiao, Olympic Sports Center and Caiyun Lake. As the grounding of the two-core spillover effect, they focus on improving the basic functions of living, entertainment, fitness, leisure and shopping, and developing modern service industry with life supporting as the main part. Expanding Development Zones: According to the idea of "one district, many gardens" and the goal of "market orientation, innovation driving, intensive development and benefit leading", with Chengdu-Chongqing Expressway as the link, the electronic information industry park, biomedical park, equipment manufacturing park, modern logistics park and research are constructed in a reasonable layout of Jinfeng, Hangu and Baishiyi groups in the west. Develop headquarters park and other emerging industrial parks to build a national comprehensive high-tech industrial base.


Chongqing High-tech Industrial Development Zone was established in March 1991 with the approval of the State Council. During this period, the High-tech Zone covers 70 square kilometers, including Shiqiaopu High-tech Development Park, Erlang Science and Technology New Town 20 square kilometers and the North New Area High-tech Park 50 square kilometers.

In June 2010, the Chongqing Liangjiang New District Management Committee was established. In order to better play the role of high-tech zones and economic development zones, the Municipal Committee and the Municipal Government decided to separate the northern New zones from the high-tech zones and economic development zones. The Party and Labor Committee and the administrative committee of the high-tech zones were re-established. As the dispatched agencies of the Municipal Committee and the Municipal Government, they entrusted the Jiulongpo District Commission and the district government to manage the new zones. In July 2010, the Municipal Government convened the transfer work and mobilization conference of the new and high-tech zones in Kaichang District. Then the Jiulongpo District Committee, the District People's Government, the Party and Labor Committee and the Management Committee of the Northern New Area signed the Transfer Agreement of Chongqing High-tech Zone, which clarified the transfer matters of financial system, construction projects, assets transfer and institutional personnel.

On October 8, 2010, the newly formed Party, Labor and Management Committee of the High-tech Zone was officially launched and put into operation a "set of teams and two brands". The organizational specifications of the New High-tech Zone Administrative Committee are maintained at the bureau level and are set up as an "8+8" organization. It consists of five internal organs of the administrative committee office, the Economic Development Bureau, the Construction Administration Bureau, the Investment Promotion Bureau, the Finance Bureau, the Land Reserve Center, the Innovation Service Center and the Land Expropriation Service Center. It coordinates and manages the public security sub-bureau of the new high-tech zone. Eight municipal departments, including Land and Housing Administration Branch, Planning Branch, State Taxation Bureau, Local Taxation Bureau, Industry and Commerce Branch, Quality Supervision Branch and Public Security Fire Brigade, are stationed. The newly planned high-tech zone covers an area of 70 square kilometers, including 20 square kilometers of Shiqiaopu and Erlang upgrading zones in the East and 50 square kilometers of Jinfeng, Hangu and Baishiyi development zones in the west.

Location Division

Chongqing Hi-tech Industrial Development Zone is located in the core area of Chongqing's metropolitan developed economic circle and the central area of Liangjiang Peninsula, which is the only municipality directly under the Central Government in Western China. It is the gateway of Chongqing's Chengdu-Chongqing Economic Zone and an important base for Chongqing to develop Hi-tech industries and upgrade traditional industries.

Chongqing Hi-tech Zone is mainly composed of two major plates, East and west. The Shiqiaopu and Erlang 20 square kilometers transformation and upgrading areas in the East are located in the center of Chongqing metropolitan area, and the three districts of Lungyuzhong, Jiulongpo and Shapingba are the key points of Chongqing Peninsula. They are crowded with commercial ports, prosperous economy and trade, which have the innate advantages of industrial agglomeration and radiation. The 53 square kilometers Development Zone of Jinfeng, Hangu and Baishiyi Group in the west of Chongqing is located at the core of the new town in the west of Chongqing. It is adjacent to Chongqing University City, Microelectronics Industrial Park and the largest comprehensive bonded zone of Xiyong in Chongqing. The Development Zone has flat terrain and beautiful ecology. It is the two mountains and rivers of Chongqing (Zhongliangshan, Jinyun Mountain and Changjiang, Jialingjiang) is a rare investment strategic location in the trough-valley area between the two rivers.
